That is from the post-credit scene in the pilot. Took me a couple tries to screencap it months ago. Both Eobard Thawne and Barry Allen don’t have to be from the same time period. Actually a couple of Barry’s villains in the comics tend to be from the future like Abra Kadabra who uses future tech to mimic magic.

I DON’T KNOW.There are a lot of possibilities.
