Civil rights groups warn it could wipe out 30% of the Black Caucus and 11% of the Hispanic Caucus. Generations of progress erased with a ruler and some red ink.
Republicans say it’s about “fairness.” Sure—if fairness means stacking the deck until you can’t lose.
