Novotney: A Neighborhood and a Mountain of Slag
We all want the lights to come on when we flip that switch, and we're thankful for the risks taken by our coal miners, but few of us wish to witness how it all takes place. But that’s no longer possible along Allendale Road in Mount Olivet. Sure, most knew about the facility when they purchased their nearby homes, but they say it's different now. It’s more threatening than ever. They have their reasons. That’s why a group of residents has been communicating their concerns for a couple of months, and they held one meeting on June 23 at the Ohio County Public Library, and a second meeting is scheduled for early August. A number of residents living along Allendale Road and Pin Oak Drive also met with W.Va. Del. Shawn Fluharty (D-5th) this past week. Google Earth displays three local coal impoundments, two in Marshall County and one in Ohio County. (Image: Google Earth) But at noon today, it was a workday for the impoundment’s employees, and there were excavators moving the mounds of slag from one side to another. One of the operators appeared to be moving some of the materials away from the facility’s fencing closest to those neighborhoods, The impoundment has been on this property for decades and it’s been connected to the Ohio County Mine, once known as the “Shoemaker Mine”, ever since. It’s been owned and operated by companies like Consolidated Coal, Murray Energy and now, by American Consolidated Energy Resources. ACNR, according to the company’s online information, was formed after Murray filed for federal bankruptcy protections, and it now operates the mine as Ohio County Coal Resources. The residents say the activity has picked up, and the slag piles have grown significantly over the last two years. Today was a workday for employees at the ACNR facility. And they’re worried, and they’re scared. Tragedies connected to coal slurry properties have happened before, and if something similar can be prevented by making their concerns public, then so be it. And the company’s silence doesn’t help. And the fact that county and local officials – and a state lawmaker – can’t offer any answers is infuriating. Now, Marshall County EMA Director Tom Hart was a guest on “Novotney Now” (River Talk 100.1/100.9 FM) this past Wednesday, and his best advice was to continue talking with state representatives like Del. Fluharty. Residents believe the piles have grown in size over the last few years. This Tuesday, July 7, local resident Tommy Joseph will join me from 5-6 p.m. to explain the neighborhood’s worries and to review their efforts to start a conversation with the operators and with the regulating agencies. La Guerra Sucia y la impunidad del Estado
Una de las épocas más obscurantistas que se ha vivido en el estado de Guerrero, es conocida como “La Guerra Sucia”, comprendida entre 1965-1990, cobrando un incuantificable número de víctimas mortales y desaparecidos, atribuidos al Estado Mexicano, a través de sus órganos represivos de inteligencia militar y política. Esa etapa represiva también se sufrió en Chiapas, Durango, Jalisco, Sinaloa, Veracruz y el Distrito Federal, en contra de dirigentes, militantes y simpatizantes, por parte del régimen político transexenal. Especialmente, en Guerrero, se desencadenó una feroz embestida policíaco-militar, a partir del levantamiento armado del profesor Genaro Vázquez Rojas, líder fundador de la
Asociación Cívica Guerrerense (ACG), opositora al gobierno del general y defenestrado gobernador, Raúl Caballero Aburto. La organización política se transformó en la Asociación Cívica Nacional Revolucionara (ACNR), bajo la dirección del comandante guerrillero, Genaro Vázquez Rojas, cuyo centro de operaciones militares se circunscribía a la Sierra Madre del Sur, en las montañas cafetaleras de Atoyac de Álvarez, donde se dieron diversas confrontaciones con el Ejército Mexicano, con bajas en ambos lados. “Lograr la liberación de México y una patria nueva, o morir por ella”, fue la consigna y lema de la ACNR. En la época de los años 60´s, también se había remontado a la sierra y alzado en armas, el profesor Lucio Cabañas Barrientos, dando origen al Partido de los Pobres y a la “Brigada Campesina de Ajusticiamiento”, que se confrontó con las fuerzas armadas en varias ocasiones. En medio de este ambiente hostil tuvo su origen “La Guerra Sucia”, promovida y auspiciada desde las altas esferas militares y políticas, que ordenaron la muerte o desaparición de miembros de la guerrilla, familiares, amistades o simpatizantes de la ACNR o Partido de los Pobres. Con estos antecedentes cobra relevancia el Informe Final “Fue el Estado” (1965-1990), del Mecanismo para la Verdad y el Esclarecimiento Histórico (MEH), de la Comisión de Verdad y Justicia, creado exprofeso por el presidente Andrés Manuel López Obrador, a finales de 2021. El Informe Final detalla una diversidad de violaciones a los derechos humanos, destacando “los vuelos de la muerte”, mediante aviones o helicópteros arrojaban al mar a personas con vida, o asesinadas previamente, responsabilizando de los hechos, a los generales Enrique Cervantes, Humberto Quirós Hermosillo y a Mario Arturo Acosta Chaparro. El MEH responsabilizó al Estado Mexicano de la política de contrainsurgencia ejecutada por autoridades e instituciones públicas que operaron de “manera sistemática y generalizada” la represión, “a una amplia gama de disidencia” pero que “no se limitó a personajes políticos”, pues alcanzó a diversos sectores de la población. En suma, “se acotaron todos los canales de participación política, tanto las vías armadas como civiles de quienes buscaron cambiar el país, fueron víctimas de violaciones a los derechos humanos y sufrieron la persecución del Estado”. “Se llevó a cabo una doctrina de seguridad nacional cuya tesis era que el enemigo interno se tenía que aniquilar” y se aplicó un “disciplinamiento social”, guiado por el lema del Estado: “No hay más camino que el nuestro”. Marea Baja.- Ya no se sabe si es en serio o en broma, cuando califican a la alcaldesa Abelina López Rodríguez, como la segunda mejor presidenta municipal del país, por la empresa encuestadora CE Research, solo por debajo del alcalde de Ciudad Juárez, Cruz Pérez Cuellar. En últimas épocas las encuestas han perdido credibilidad, por estar diseñadas y aplicadas al mejor postor, como podría ser el caso, porque a pesar que “la tía Abe” ganó por abrumadora mayoría amparada por la candidatura de Claudia y MORENA, no goza de la simpatía de los acapulqueños, como se puede comprobar a la vuelta de la esquina. Marea Alta.- La rebatinga por la coordinación de MORENA, en el Congreso del Estado, a todo su esplendor. Los grupúsculos al interior del partido guinda se disputan el control y presupuesto legislativo, como cosa de comer. La actual coordinadora Citlali Calixto, busca quedarse por otros tres años, Jacinto González, además de presidir el partido, pretende otra nueva cachucha con la JUCOPO, el felixista Jesús Uriostegui, se perfila como el más fuerte aspirante; y Pablo Amilcar Sandoval Ballesteros, quiere a como dé lugar, obtener la ansiada coordinación legislativa, apoyado por el mismo personaje que le otorgó la diputación local en el TRIFE, cuando ya disfrutó las mieles de ese poder, donde pasó de noche. Maremoto.- Las pasiones se han desbordado al interior de MORENA, ante la eventualidad de que el ex gobernador Ángel Aguirre Rivero, se incorpore a ese partido, aunque éste no ha dicho la última palabra. La reciente Asamblea Estatal de Izquierda Progresista de Guerrero (IPG), encabezada por el ex mandatario, despertó una serie de especulaciones en torno al rumbo que habrá a seguir, al desprenderse del PRD, esa organización política que ahora se constituyó como Asociación Civil.
