I don't know how much research the writers did, but apparently early FBI did make a point of hiring, for the lack of a better word, pretty boys. I've been listening to the episode on FBI G-Men from American History Hit, and apparently J. Edgar Hoover made a point of hiring FBI agents that are:
Young
Aged 25-35
"All-American boy types"
Integrity; couldn't be bought
Would not be subject to bribery
Middle class, slightly upper middle, not Ivy League
Slender or athletic
Law school, accounting school, business school grad
Younger, educated, morally upright, shined shoes, crisp white shirt, business suit, fedora hat, not much facial hair
