Most of Lelouch's memories were greatly affected as he would often feel dizzy and stumble over, with Suzaku catching him every time. He tells him everything’s fine when Lelouch wakes up, who realizes something isn't right while also recognizing Suzaku, and so Suzaku says something along the lines of "You can remember me, and you can remember that we're friends. That's good enough."
After some time, he gets set down so he can meet Rolo's level. Suzaku and Rolo then give him a vague explanation of his current state for his memory loss. And that's when this scene comes on:
"Lelouch. You were my best friend. I never thought you would betray me like this."
"Stop this, Suzaku. We were never meant to be on the same side."
"But, Lelouch, I want us to be closer than any friends can ever be. Don't you remember what we wished to each other?"
"Oh, Suzaku. You are my worst enemy indeed."
