Tomura trusts Inko, so he’d probably be okay with staying with her so long as she didn’t badmouth Sensei in front of him right away. If that were the case, he’d probably come to sympathize with them, but the earlier AFO finds them the faster Tomura would rat them out.

Inko...doesn’t really have many happy childhood memories. AFO has some fond ones of reading comics with his brother.

His first word was ‘mama’, actually! And yes, AFO was mad about it. Inko had to teach Izuku how to say papa for him to stop sulking.
