規制行政には特に公平性が求められるから「統一教会だからアウト」ではなく「かくかくの団体はアウト」かつ「統一教会が当該条件を満たす」でないといけないわけですよ。だから統一教会や同程度に悪質な団体は引っかかって普通の宗教団体はセーフになる要件はなんだってずっと聞いてるわけで。
