So, before Per's fight, when Fugo is cornered by his father and brother, it was actually planned that Giorno would appear to defend them. Fugo's father would be shocked, and would say, "Lord DIO?!" And Giorno in particular would be deeply distressed hearing it.

The lore was supposed to be that Fugo's family actually gained their fortune from DIO somehow. This particular detail ended up being scrapped for many reasons- but the main one was that it didn't make a whole lot of sense. Why would they get money from DIO? That would imply they were paid to go kill the Joestars. Why would DIO recruit them in particular? When would this have taken place? For a short time it was intended that one of DIO's assassins was Fugo's father's brother, but the brother's existence has never been brought up before, so it seemed pointless to try and drop him in. (Fugo being a Hamon user was scrapped for the same reason. But it's a cool idea, isn't it? Maybe if the Guardian allows it, I'll give you more details about that!) Also, the author couldn't decide which of Dio's assassins made the most sense to tie back to the Fugos. He didn't want to have to rewatch Stardust Crusaders again, so he just scrapped the idea and had Giorno go play cards somewhere.
