David Bowie - 'hours...' Released: October 4, 1999 Label: Virgin
Bowie ended his highly underappreciated 90's with 'hours...' that might be one of his most painfully mediocre records. Then again, we should see 'hours...' as a transitional disc, I consider this to be a trial run for Heathen, since both albums deal with the similar themes, yet his 90's finale might be more superficial about them, the platter veers way too much into adult contemporary. However, the highs of the LP, such as the one in the link, point to the fact Bowie's songwriting remained unparalleled. Nonetheless, you do feel like Bowie could have finished that period differently. Actually, I have a theory, i.e. we could see Blackstar as his true 90's finale with 'hours...', Heathen, Reality and The Next Day being the detours towards that collection of swan songs.
