I think it's very strange that it turned out that way, but I think the creators did it that way on purpose. Because at that point Aang is not alive, and we never see or hear Zuko's wife, the question of whether she is alive. And I honestly think that Zutara fans would be satisfied even if Zuko and Katara ended up together in the old days, and that's why the creators didn't want to give us the slightest interaction between the two of them, which is sad.
