If the events of Ex-Aid after episode 2 didnāt happen, and he is supposed to not remember being a Rider, then there is no way that Emu should have been so chill about popping in and out of the Game Area to talk to Another Ex-Aid.
Because Sento and Banjou only ārememberedā anything when they pulled out the Ridewatches in fake!nascita, but Emu was still the same Emu the entirety of ep4, regardless of time period.

Iām thinking that the Time Jackers are attempting to get the other candidates out of the race for New Demon King 2Kwhenever, and thatās why they make the Another Riders - knowing full well that theyāll be defeated by Zi-O. Zi-O needs the powers of the actual Riders to defeat the imitations, which (allegedly) removes the Riders events from history. So, fewer riders remaining means fewer horses in the proverbial race.
Someone clued in the actual Riders, and theyāre laying low until this all blows over.
Besides, we have three different in-universe sources for information on what the heck is going on. Thereās Tsukuyomi and Geiz, thereās the Time Jackers, and thereās Woz. Whose to say that any of them have the full and/or correct story?
