On Pandora’s side, I could imagine that Saps is nominated because he does represent Pandora, but he isn’t a nation citizen, so no single nation would have say over his choices, or could tell him how to act on Yggdrasil without overstepping the other nations.

On Yggdrasil, it’s a little less formal, but I could imagine the Blue Cross meeting. Schools is already married, Benji’s people don’t like arranged marriages over choosing your partner and denounce the idea, everyone agrees Cynikka might be too infatuated with the volcano. I’d like to imagine TurnTapp isn’t even at the meeting, and when Schpood throws TurnTapp out as a contender, everyone else immediately piles on, in part because it’s hilarious and in part because they think if Pandora interacts with the Covenent, they might be too scared to do anything to Yggdrasil.

TurnTapp gets a letter about a week later congratulating him. He wants to write back telling them no, but every other nation of both islands have accepted it, and not doing so would probably slight all of Pandora, so the council agrees to let the marriage happen.

Maybe TurnTapp and Saparata send letters for a few monthes before the wedding. They can’t meet due to schedules, and the letters are awfully formal and mostly neutral, since it’s possible they’ll be read by others, but there are signs that the two are genuinely getting to know each other well. And then the wedding actually happens and both of the realise ‘oh I’m actually in love with him’ while the ceremony is happening.

Also, to add on, on states canon lore, Cynikka already have a King consort, Harvest5 and even have Infernus's official heir through their marriage SirEzran (you can actually see him in the video, hes the one wearing Lingulini's head when they parade it around)
