One thing I find interesting about the contrast between Cecil and Bartz is that Bartz is more willing to participate in artistic activities like playing the piano or dancing, while Cecil is more of a consumer.
While this can be attributed to the limitations at the time, I do like to think its a difference to how they are raised, personalities and class differences.
Cecil was raised as a noble, and later on became part of the Red Wings and Dark Knight. From the story of FFIV, Baron is evidently a military nation, both stated by the game and shown throughout the story. So, naturally, artistic endeavors aren't really a main priority, and thus isn't really encouraged by the culture there. To the point where they had a poster asking for dancers in their pub.
An important thing to note is that in Baron castle and kingdom, the majority of the people their wanted to become part of the military (becoming a dark knight, red wings, dragoon or black/white mage) or become an engineer that contributes to the military, like airships and such.
If I'm not mistaken, there's only 1 dancer.
Additionally, Cecil isn't really the type of person who seemed to like being the center of attention. Yes, he did in fact become a king in the end but it is mostly due to the fact that the people desired it so. Cecil himself didn't really speak up much in the story or lead much.
This is in contrast to Bartz. He is born in a village and was later on became a traveler, following his father's footsteps. Given by the fact that the place is land locked being surrounded by forests and mountains it seemed like Lix was very peaceful, and any issues seemed to be fixed by Dorgaan (Bartz's father). Which probably made things like conquest unnessecary.
As Bartz would later on be taken with his father to travel around the world, it's very possible that they frequented at pubs which are built to entertain travelers and locals alike. Looking at Bartz's personality, he is very much more outgoing and bold than Cecil, which meant that he probably didn't mind being at the center of attention from time to time.
Considering all these, and the fact that you get music related items like Alluring Air (for the Bard job) and a music box in Bartz's home, him being able to learn the piano by just playing it, participate in dance in certain pubs, and his most famous job other than freelancer is the dancer job, leads me to believe that Bartz is a musically aligned person himself.
I like to think that, because of Cecil's innocent ignorance towards the arts, he is very susceptible to tricks by the dancers and entertainers, which is why whenever you encounter these types of NPCs in game there's often consequences like turning to a pig, frog and mistook one's gender for another. While, Bartz, who knew the arts, didn't encounter these incidents because of his travelling knowhow and thus isn't as easily fooled by these entertainers.
