as part of ocelot's unit, rat is privy to whatever weird things are going on with venom. not too much info like how venom came to be or that venom isnt actually big boss. rat isnt that high up and is a newer member anyway. but ocelot needs them to keep an extra eye on v, if he's doing well, if he's losing it, if he's going off script etc etc. they dont necessarily interfere, they observe and refer back to ocelot so he can take care of it, or if ocelot needs extra hands.

rat feels a bit guilty not being able to share anything with tortoise bc he knows tort cares about v a lot, esp as an old msf member. despite that, he keeps things confidential. after some time tortoise eventually puts the pieces together himself. since he was close to medic, he realises venom iswas medic. he confides in rat about his revelation even though he knows rat would probably report it to ocelot, which he does ofc.

at that point ocelot decides that its fine to tell tort the partial truth. ocelot knows tort is extremely loyal to venom and would follow v to outer heaven, no matter what. tort is a good obedient boy. ocelot sends tort off to talk to venom personally so he can get the "full" details, aka v's version of the truth. this is post truth tapes, v and miller are already aware
