For better or worse, survival games (whether post-apocalyptic or not) have a tendency to show the player character as capable of surviving and even thriving on their own in the wilderness.
While I would not say they are "power fantasies", they do show a world in which one singular individual is able to survive without the help of anyone and, to a degree, fall into the individualistic fantasy of not needing anyone to survive.
While it is a bit of a stretch to call Pokopia a "survival" game (it is in fact impossible for Ditto to die or suffer damage in any way), it is a post-apocalyptic game that (intentional or not) also showcases the importance of a community to survive and thrive.
While Ditto is the singular force moving things forward and doing the heavy lifting for fixing the environment, it is also impractical (and in the case of progress, impossible) for Ditto to do most of the tasks on their own.
We do need help to get wood.
We do need help to get fire.
We do need help for cleaning the beach.
Restoring the Pokemon centers is something Ditto cannot do on their own because of how the build mechanic works.
And if you commit to helping build a community? You get more Pokemon who help you. You unlock more and better stuff. You grow closer to your goals.
Pokopia shows how the way to survive is through community and working together.
