Nebula is a LITTLE cat, born to daddy Vincent who is also a little cat. Therefore he requires two sliders to make him little. They are ‘Short Legs’ and  ‘Body Size (Short Legs)’ by OneEuroMutt and are included in the download file. Install to your Mods > Packages folder.
