She likes Beau, but if she pushes their relationship too far, maybe she'll lose him altogether, so it's best she just stay friends to maintain the status quo. She's too busy for a relationship anyway, that's how she lost Brendan in the first place. Beau feels guilt over his growing lust for her. While she's slowly become a bit of a flirt, he thinks she probably has pure intentions. He's like 99% sure that their feelings for each other are mutual, but because she's not nearly as forthcoming with how she feels about him when she's sober, he can't be sure and doesn't want to misread the situation.

So it's a dumb little cycle of :

Beau being flirty > Terra reciprocating but then says its a joke > Beau stops being flirty because he thinks he misread the situation and feels like shit over his lust for her > Terra flirty and doesn't say it's a joke > repeat

As she steps into his office, she can see the discarded takeout containers on one end of his desk, and a very stressed Beau hunched over his laptop. He knows Terra’s there but doesn’t acknowledge her until she comes up behind him and puts her hands on his shoulders.

He leans back, looks up at her and puts his hands around her wrists.
