Finally. I have them all

Shoutout to this person for picking up on this. It's not been revealed in the campaign yet, but they're actually the kid of Giovanni and another Team Rocket Executive. I got the idea from that one fan theory that Silver in HGSS is the kid of Giovanni and Ariana. I say "fan theory" because while a Team Rocket Scientist in FR/LG offhandedly mentions that Giovanni has a red-haired kid, and the Japanese script of the Celebi event in HGSS actually confirms that Silver is Giovanni's son, the mother is technically unknown but widely assumed to be Ariana, due to her similar hair color and style.

While drawing this character for my take on their idea, I mostly pulled from Giovanni, but threw in tiny bits from Sabrina's design, mostly in the ears and little bit of hair that peeks through under the bandana because in the Pokemon Adventures manga Sabrina is a member of Team Rocket.

And as a final design note, their outfit is based on the Pokemon Breeder trainer class from Black and White, and the pose is based on the Team Rocket Grunt from HGSS
