Making a Socio-political statement bordering on grandstanding via casting choices...? Ok, I can see that as a possible issue with how Chibnal AND RTD handled things, sure. This is exemplified by, say, rewriting Davros as not a war-scarred egomaniac confined to a life support chair of his own design (that he based his daleks on) but instead just an egomaniac who "isn't crippled".

But woke? Yeah, WHO, TREK, TWILIGHT ZONE, etc, were ALWAYS written by self-aware people tackling modern issues through sf storytelling. Always.

RTD lost the plot. Sorry, he did. But "woke"...? Always was, and proudly.
