The system of the world he's living in is quite different from the one we know on Earth. "Planet Hosts" are what they are called. They are basically cosmic safe havens; news reporters that hosted a planet inside their head and had to maintain their planet's reputation so they won't be terminated by the Star System (the star clusters' voting).

The Planet Hosts knew everything about their planets and can alter their climate based on their will and emotions. Their work mainly consist of reporting the condition of the planets he were assigned to to the star council (the main citizens of the void) to decide the fate of the people inside of them, thus most usually care a lot about their inhabitants and wanted them to thrive.

Houx was no different. He tried his best, acted optimistic and overly confident, maintaining a good reputation and high ranking as a Planet Host. However, he was later found guilty of violation of the first commandment of the System: "Never make direct contacts with those resides within you."

Planet Hosts must never tamper with the barrier set on their head which acted as a shield of said planet, separating their world with the cosmic void they should never went into. This has created a rift that endangered both the people of Earth and the people of the stars, if they should ever know what secret lied in the void... which were not what their eyes shall ever perceive.
