Most of Javik's comments between missions are suggestions like throwing people out of the airlock, not trusting anyone (especially EDI, the geth, the quarians "who hide behind masks", the krogan who are "foolish" and almost everyone on the ship), how to deal with soldiers who betray you (maroon them in the desert, bury them in the sand up to their neck and let the wildlife feast on their eyes), what to do with "primitives", how not to bother with sterility plagues but instead destroy people the old-fashioned way, etc.
I think some of his lines are played for laughs and if he really wanted to throw someone out of an airlock, he would do it himself, no suggestions given. But still, he's a product of his time and he doesn't reek of kindness.
But one thing he has for him is his way with words. He will turn around and say something unprompted and completely devastating like "Then the truth becomes known: there are monsters in the dark spaces. And we are their prey." or "(...) war is our sculptor. And we are prisoners to its design." or the ever popular "Stand in the ashes of a trillion dead souls, and ask the ghosts if honor matters."
I wrote already about why I think he's important in ME3 and I know I'm a broken record about Javik's poetic side, but yeah, I really like this about him. In those moments, we can feel the weight of history with all those lost civilizations. The consequences of bad decisions, bad policy, bad empire but also everything outside of one's control. A lifetime of war and suffering, in a universe where gods are enslavers and require tributes.
He really brings all the emotions and horrors and pain and vivid images so we go beyond knowing that cycles exist in this universe and they're bad, we see the horrifying consequences in this one character.
