Samansa Karugane's dad, a Detective from abroad. He is one of the detectives who end up investigating the 1988 Kidnappings. Hearsewell was first hired by the Tomakomai Police Force to investigate a few murders and later stayed in Japan when he met Yukiko Karugane.

Ill answer these separately:

Samansas injury:

As an adult, Samansa became a detective and followed in her dads footsteps. During one investigation during her rookie years, Samansa had to look for a drug hideout, and since the drug dealers knew they were being followed, they set up homemade bombs as traps... and Samansa ended up getting caught up in the explosion, causing her to lose her eye and 2 fingers. This happens in both 2006 and 2003 unfortunately 😭✌️

During Satoru's Coma:

Samansa didnt feel like it was right for her to visit Satoru, but she felt like she had to help Kenya and Sawada with their investigation. She and Mirroa ended up helping, and theyre also seen when Satoru falls off the roof !
