The thing about s4 Catra is that she's doing exactly what Adora calls her out on in s5: she's avoiding havig to face the people she hurt by pulling back from the front lines. She's avoiding facing Adora. And on Adora's side, she had finally decided to stop trying to save Catra and stopped actively seeking her out. I don't think it's bad writing-- It think it matches up with what we know about their decisions and coping mechanisms.
