Oh don't get me wrong: they ALMOST CERTAINLY WERE doing shady things in the YGP. I do think that Elliot was building them up to something worse then mere rat experiments. BUT Harley's specific evil deeds came from predominantly mental illness and brainwashing, first from Elliot and then Leith finished the job. Elliot specifically sent Harley home BECAUSE Harley wasn't falling into line like a good little indoctrinated child. Oh he wasn't objecting for moral reasons. But he was objecting from a place of damaged, validation sensitive, trust for Elliot. If he had healed, maybe he could've broken the cycle. And The Removal Letter in his office is caption with "The Monsters We Make..." Yeah, this right here? This is from Chapter 4. Go into the games and get the YGP removal letter from Harley's lab.

All those people saying, "Harley was always just evil"? The game UI itself directly says "Nope."

LikE I said before: Maybe Harley would've been the one to break the cycle. Lead science into the future.
