Money currency is not needed yet. Money was a replacement for barter. Since we do not have anyone to barter with, and the Kingdom of Might and Science have merged into one to labor after speedrunning technology, we do not need money yet. We are just chopping down all the trees (but they don’t show that visually) Ryusui reinvents the drago because that is what he is familiar with.

The introduction of economics and the need to use something as a representational (or physical representation) of goods and services in a more "urban" society as an easier way to keep track of things such a labor, services, and goods. (source) It is something that has been around as a concept for a really long time. The use of notes specifically is a "newer" concept (source) as most older forms of currency were typically of the non-paper varieties. (Which is where you're also right, paper is expensive to make by hand). (here's how to make recycled paper using paper, it takes 1-3 days to dry and that's not counting when you have to process a slurry from like grass (video source) or wood pulp). It should also be noted that money is best not made with wood pulp because... you see... if it were to get wet it's not a good situation so that's why most 'paper' money is actually made from cotton. HOWEVER, this is also where we need to look at things like target audience and the context of the media as a whole. In Japan, there are yen coins, and then there's notes. People (typically) think of money in terms of banknotes (especially in higher (ex. 5, 10, 20, etc) denominations), and this would be more familiar to the average viewer. ESPECIALLY since the target audience is for 14-18 year-olds (the general age range for shonen manga). Something quick and easy to show (and draw) without a lot of detail. This isn't going into the fact that Dr. Stone is not an anime/manga that is known for its extensive world building (it really doesn't need that much given context, they speedrun through most of the Paleolithic/Neolithic stuff that they don't have to worry about it, I feel this is a shame but that's my opinion) so they're going to go with a 1:1 representation for readability with their viewership.

They needed a way to pay people who were doing labor and it is generally easier to provide a representation of their time and effort via a note than providing a physical manifestation that could change pretty easily in value based on a variety of factors.

Let's also not forget Dunbar's number which is apparently also being called into question recently so take the next section with a grain of salt. (Source) (Source) This number is typically talked about in human psychology and in the context of early trade routes. You can easily settle a dispute between two parties, but that gets substantially harder once you surpass a larger number as the human brain can not keep track of that many people (in terms of *close* connections). The Ishigami village is about 40-60 people, according to Kohaku , who can't remember them all (source). Narratively, this is so that they didn't have to worry about drawing so many extras (they also had the famine happen to keep this number on the lower end max was likely about 100 people in the village). That's expensive from a production standpoint. Then you have the Empire of Might which I believe was around 90-120 individuals (in vol 8 Tsukasa had revived 32 others at a rate of one person over every 3-4 days over 6-12 months that would be: 121-91 people total keeping in mind that the numbers were carved AFTER Gen had left and between that time and the events of vol 8 he had revived 32 people at that point) and THEN you have the Treasure Island folks which are likely over that amount (150) or close to it, even if it's just 60 people for them. This means that the KoS is well over Dunbar's number (they would likely have anywhere from 191-331 people) and needs to create something to use as currency that holds value (why they didn't back it with gold and silver is wild to me, a metal is typically what was used (source) but I guess why not go with oil, a very political commodity??) Even if you were to look at it from a perspective that wasn't considering that number, almost 200 people at least are a *lot* of people to keep happy and following your ideas.

Especially if you're an adult following a teenager/young adult. Like I don't know about you guys but I'm not in a hurry to follow the whims of an 18/19 year old kid (Who started this whole thing at 15) who is obsessed with science if it might get me killed (or alternatively a weirdo 18-20 year-old (Tsukasa)). I'd meet up with my friends and we'd talk about getting the hell out of dodge once we had resources. If you're trying to revive all of humanity you don't exactly want to have people splitting off and doing their own things, you need a way to control and unify them without making them realize it. (Like what if I don't want to bring people back? What if I just want to live my life? What's in it for me? A boat? Really? Whoop-de-do)

(This number is then later back peddled later on in the series to make it so they reach Dunbar's number then instead of having already surpassed it now. )

TL;DR So the point is, Ryusui saw how many people were around and as someone who was well versed in economics and trade knew that they had a problem that would fester unless he did something about it. He prevented there being an uprising because of the reintroduction of currency and not because he wants to be a rich kid. It's what he knows, yes, but his whole character puts other people first.

Skull and Enma headcanons:

I headcanon that the way they met was that Skull actually didn't think much about Enma. He just truly stumbled upon the Simon Famiglia.

But... What really got Skull's attention was how Enma seemed so open and carefree with as many unorthodox folks like Skull himself (as the Simon aren't really your conventional mafia legion either).

At first Skull thought this was just gonna be business type of relationship when he partnered with Enma and Simon for the Watch battles.

But the kid grew on Skull... unadmittedly.

After the end of the Watch battles. Skull actually treated Enma and Simon to a fancy and celebratory dinner even if they didn't win. What mattered was to have fun as a team ultimately. (Even if Skull actually did want to win.)

Skull thought that this was the actual end of their relations.

But he called Enma from time to time check on the kid, unadmittedly. - Heck, they even started to either hang out with Simon or just invite Enma for a hang.

Soon.... They became like teacher and student, and, bestest of friends.

Enma actually was always fond of Skull, as Skull seemed SUPER BADASS to Enma for being a baby who knew wicked Evel Knievel skills.

Enma was sort of disheartened at first when they felt Skull didn't want to be friends with them at first.

But Enma became so happy when he started to get frequent calls from Skul, visits from Skull, and just invitations to just hang and chill.

Skull, unadmittedly, liked to spoil Enma whenever he came to visit. Always either a souvenir, a gift, or even a token of significance to either teach Enma or create meaning like a memory with.

Actually... In the original future timeline, Enma was truly devastated when Skull died.

In honour of Skull, Enma madeit COMPUSLORY for all the Simon and their troops to learn bike skills and to just be naturally inept thrill seekers.

Enma actually learned to do some wicked skills himself as they got older, owning a Harley even.

They kept Enma's piercing chain as a keychain to always remember them...
