Okay but this is insane. Suddenly Nabu Malikata having horns, Nicole's Iridescent Inscription-like tattoos, and other hints that I missed make more sense...
But the most intriguing of all: holy shit, maybe this is how the Lord of the Night managed to stole dragon tech and exploiting CL-03's covenant with proto-Masters of the Night-Wind.
The predecessors of the Masters of the Night-Wind tribe had once made a pact with CL-03 "Weaver of Secrets", one of the Dragonlords. The pact is for humans to weave the dragons a realm of dreams, and in exchange, the dragons would provide them protection. The one who should weave the dragons' dreams is titled the Holy Sovereign, and they lived a brutal fate; to be blinded and mutilated and doomed to die young.
Long, long ago, in what now is seen as an age of myth, when great dragons still roamed the deep valley,
There lived a girl who — despite having had her ankles mutilated at birth — inherited the title of Holy Sovereign, just as tradition dictated.
Back then, when the deep valley had not yet been given the name of "Mictlan," there was but a lowly village that owed its very existence to the protection of the dragons.
By ancient beacons was the dragons' prideful honor incinerated, driving them to flee fearfully into withering dreams.
So did they come to make a pact with the mortals who sought their protection, instructing them to ordain a Holy Sovereign of exceptional talent...
"A labyrinth of mirrors and a fortress of mist, these shall we build to shield your tiny mortal tribes from the scourge of war."
"In return, we ask only one thing — that you choose a Sovereign who will guide us into our dreams."
As with all worldly aspirations, dreams are windows onto an inferno of desire, fired by the kindling known as "life."
This so-called fated Sovereign was but an offering to dreams, destined to be dispersed like smoking embers by the cold night wind.
Let her eyes be dyed in burning smoke, so she will not be entranced by the colors they reflect.
Let her ankles be blessed by a flint blade, so she shall not abandon her beloved comrades.
In accordance with a ancient, exalted contract, the messenger of night selected a child with a star-bright soul,
And set upon her brow a crown of eagle feathers, to guide the ancient people bereft of form into night's slumber.
I spoke with Kemonel. Even she felt a pang of reluctance, though her pity was not for humans, but for her own kin, now reduced to mere beasts. More and more humans have begun taming vishaps, turning them into tools of slaughter, for even stripped of their intellect, their claws and fangs still rend flesh with ease. Thus, Kemonel has sought to ally with those humans who yearned for peace, hoping to harness their souls to weave an eternal, blissful dream-realm for the dragons of her domain. Even the unfortunate fallen might shed the forms that imprison them and find happiness and solace within this dream.

This seems to be a very cruel destiny for the Holy Sovereign. However, there are two things that bother me: "the messenger of the night" (Lord of the Night) was the one who picked the Holy Sovereign despite this pact was made for the dragons... Like, bro they were enemies at this point. How does that make sense?; the last Holy Sovereign, Starcaller/Dinga's mistress cooperated with the dragon who came up with this system, despite her being the one who suffered the most from it and not trusting either the dragons and the Lord of the Night.
"Do not put all your hope in the night (Lord of the Night), do not rely on the benevolence of the saints, and most of all, do not trust easily the enticements of the one who calls himself a sage (Kukulkan)."
"It matters not. Our king has long perished, and I have grown weary of tending to my kin who dwell within dreams."
"I am willing to impart all the secret rites I know, that your tribes may prosper."
"To let you hear the whispers of the night without giving blood to the envoy who has fallen into the underworld (Lord of the Night)."
..."You need not consider, only accept. The Wayob (Starcaller) that shelters you was once my servant."
"Long before your birth, she told me of this transgressive covenant."

I have long suspect that the Lord of the Night had hijacked this system to serve herself. While indeed CL-03's plan sounded cruel to the humans from the start, it doesn't make sense that the Starcaller willingly cooperated with CL-03 if the execution was all that bad. Perhaps, just like how CL-08 looked down upon humans but ended up adopting a child (Lianca) as her own, CL-03 ended up being quite... not exactly fond, but at least agreeable with humans that she didn't wish upon them serious harm. Hell, she even was willing to exchange all her knowledges with them and birthed the Iktomisaurus as the result.
The fact that angels could turn into dragons if they chose power instead of wisdom supported this... According to Nicole's Character Story, the Lord of the Night was the only angel beside Nicole (and Mr. Nine perhaps) that's "still capable of sharing wisdom through language." We know Nicole offered her voice so she could maintain her power and wisdom, but what did the Lord of the Night offered so she could maintain them??? Was her rebuilding the Natlan's Ley Lines through the Night Kingdom enough to redeem her in the HP's eyes? But why then Ronova, who was the one who guided her to build the Night Kingdom, was punished instead?
Perhaps she did get punished and chose power... but somehow still maintained her wisdom? She lost her form but she could control the Night Kingdom... and was recognized, by the HP, as a dragon. Like, imagine a PDF that's transformed into a plain text/.TXT file but the content is still the same. Erstwhile the other Seelies/Dragons' files content were lost or got corrupted in the change, the LotN's file content is still intact, though still recognized by the HP's computer system as a .TXT file. The dragon system that processed .TXT file also recognized her as a .TXT file.
Methinks that The Lord of the Night entered the dream system and it detected her as a dragon. She then reverse-engineered it from within to trap the dragons and change the condition for the human side to have the life force sucked out...
But that's just a theory... A GAME theory...
(Ngl can we hate the Lord of the Night the same way we hate Phanes. Like parent like daughter mfs.)
