I really like the idea of a minecraft server that starts off with one pre-built town, and there are two groups, townsfolk and haunters. haunters would each be given a secret direction of how to change the town or what to do in general, and haunters' directions might contradict each other, or maybe change randomly or if the haunter petitions the board for a new one. they'd be given the ability to teleport around and fly with elytra+rockets, but wouldn't be able to communicate with other haunters, only townsfolk in the form of books. they'd be invisible to townsfolk too. townsfolk would live in the town and be able to talk to each other, but be unable to react strongly against any changes haunters make, so if a haunter fills their house with sand, they could dig it out, but if a haunter changes their house into sandstone they can't just change it back. and they can't demonstrate unrealistic heroism either, meaning they could fight mobs a little and maybe reclaim a couple rooms, but can't break mob spawners or take back a whole house that's been infested with spiders, per se. the townsfolk would have town meetings and be free to migrate to any new house they deem fit, so long as they make a notice of it to the town registration office. there would be politics and other stuff too like world events that impact both haunters and townsfolk.
