I think he shaved his head during his army days and… for redemption, apology, "humiliation."

Depending on what he did and how it might have impacted those close to him, he would punish himself for it. He's a simple man after all, and nothing is fairer than paying for his sins, as gray as the smoke from his missiles after they hit the ground, acting like a Catholic with one foot in the church and the other in the blood.

Shaving his hair is part of the process. That neat black hair and the white tuft on his forehead are his mane, his way of displaying all his experience and authority, not to mention the expression lines he already has on his face. Shaving his hair is like resetting everything he's learned, acting like a new person. And better yet, he believes it.

Acting like a miserable, naked cat who just came out of the vet and now has to avoid licking his own wounds is what he does. He seeks to do favors for others (if we think about his pre-VP days when he still worked with WL and Veto and was too demanding or arrogant on missions, he feels bad; they're like siblings to him). Acting miserable puts him under people's feet. I believe that a quest to be able to act as equals again isn't fair to him; just words, a speech of any apologies, are not fair. Actions are important to him, silent but impactful, even if it's offering a cup of tea to Waylay, watching movies with Veto—in short, he'll strive to earn their respect again.
