This is a finishing effect on photos. Make any adjustments (color, crop, etc.) first and then follow these steps. 

1. Open your image in photoshop, hit Ctrl+O (⌘+O on Mac). Go to Filter > Sharpen > Smart Sharpen. Copy these settings:

2. Ctrl+J  (⌘+J on Mac). This will duplicate the layer. Go to Filter > Blur > Guassian Blur. Copy these settings:

3. Set 'Layer 1' Fill Layer at 52%. Your layers panel should look like this:

4. Ctrl+E  (⌘+E on Mac) to merge all the layers. Then hit Ctrl+J  (⌘+J on Mac) to duplicate the layer again. Go to Filter > Sharpen > Smart Sharpen. Copy these settings:

5. Set 'Layer 1' Fill Layer at 35%. Your layers panel should look like this:

Ctrl+E  (⌘+E on Mac) to merge all the layers. Save your image and you're done. Very simple!

This technique works with screencaps and gifs as well.
