So yk how Espers rampage from time to time right? What if there was a small section of guides that are trained specifically to handle Espers that have rampaged? “Rampage Guides”. These guides will travel around to cities/districts/dungeons where there are espers expected to rampage. Guide the espers if they rampage, then leave shortly after. These Guides will wear masks to mark that they are Rampage guides as well as prevent the Espers they guide from becoming attached. Rampage Guides traditionally have an esper partner taht will travel with them to keep them safe. Not all pairs are bonded so espers occasionally settle down somewhere on the journey.
Au: Mc(Esper) is currently rampaging when he sees a single guide wearing a mask. Stuff happened blah blah blah and Mc is successfully guided. Because of the rampage MC is given the choice to a.) become a civilian, or b.) Join the Rampage guide on their travels as an escort.

Who's that?" While knowing full well of his past and everything. So basically Chaotic Good reader gaslighting a flight attendant for fun and Bucky being all soft about it bc someones protecting him for once
Flight attendant: Oh, are you The Winter Soldier by chance?
Bucky: oh i-
Reader: Who?
Flight attendant: The-
Reader: Yeah, I heard that. I have no idea what you're talking about and I can assure you he's not that. We live together.
