If I had to wager a guess, I'd think Hakita nor the game's art team were directly involved in this figure's creation, and Youtooz just handled the design badly, but I agree: at the end of the day the result is that Youtooz, NBI, and assumedly Hakita/the dev team seem to have given the OK on this figure despite the design discrepancy, which is disappointing.
