This isn't canon by any means, but it would make sense to me that Peepers and the rest of the Watchdogs are the last of their species and their planet was destroyed by someone akin to Dominator but worse. Hence, his terror towards her methods.
In this scenario, Peepers had to step it up and get as many Watchdogs out, possibly with his own self made ship, as quickly as he could. The Watchdogs were likely terrorized by other planet species before this event even happened, which snapped something in a person who could've started off as being more of a softer intellectual.
This backstory would explain the Watchdogs undying loyalty to Peepers despite his abuse, and why they're all so fearful and hyperviligent. It would also explain why they can tolerate their "Lord's" leadership. To them, Hater's behaviour is nothing compared to what they're used to.
Why else would Peepers have such deep power and control issues? Why is he so obsessed with domination to the point where it dictates his life? Why does he want to work for a terrifying skeleton man with intense rage issues? And why is he so mistrustful towards Wonder?
IMO, it's because Peepers wants to take control over his life and feel safe and secure after losing everything. He doesn't trust anyone to rule the galaxy but himself because his trust issues are so intense. He likely didn't even trust Hater at first, and was likely using him as a bodyguard and a scare tactic until they got genuinely close.
The tragic thing is, the Watchdogs ARE actually a competent species. They can sew uniforms, cook cafeteria food, broadcast TV shows, and live in a state of relative peace. They're terrible at being SOLIDERS because they are a pacifist and sociable species at heart.
Which means Peepers typically goes against his species' instincts because this behaviour made them targets in the first place. To add on, It's telling to me that Peepers gravitates towards caretaking, soothing, and gushing over Hater. Peepers was meant to be sweet, but trauma makes him want to reenact cruelty onto others.
