He lights them because they reminds him of his mothers body.

The body that stood between him and danger.

He talked about his mother not being affectionate, but holding him. Not like, I love you so I’ll hold you, but like, you must be safe so I’ll hold you.

Neil doesn’t have any good memories of his mother, he just wants to believe she loved him.

She probably did love him, but didn’t had time to show it due to being always in danger.

So he doesn’t want to remember his mother, he wants to remember his mothers body taking care of him and protecting him as a way to show her love for him.

He remembers his mothers body going away.

Burning and leaving him alone.

He considers his mother as a teacher who teaches him how to survive on his own, to always look behind his back and never trust anyone, not a mother.

He remembers the moment he was alone for the first time, and the smoke makes him remember that the last words his mother told him were not “I love you“, but some instructions to find help in case of emergency.
