The sims have all relevant skills and NPC jobs assigned. Do NOT go into Live Mode (otherwise, they will lose their jobs). Simply place them into an empty lot and evict them. Then go to the Manage Households tab move them to the Other Households section.

Paulson’s NPC Control mod is recommended, but not required. You can download it here and all the instructions to use it can be found there. This mod limits the generation of sims (the game will use existing homeless and unplayed sims), and allow you to assign roles manually. (credit to simsontherope for explaining this in his post) Alternatively, you can assign jobs manually via console commands with the cheats list found here.
