It's also worth noting that there was a clear cultural shift that happened between the past and post-plague Vesuvia, both because of The Horrors and because, realistically, there have to be a lot newcomers in the city for it to be as full and active as we see it. My point is that the rumors and distrust of the guards are unlikely to be just some leftovers from Lucio's rule, but rather a more recent development.
Between the coma and the amnesia, I feel like Nadia herself didn't have that much time to earn the reputation (and, well, she probably wouldn't anyway). However, there was another person who, unbeknownst to people of Vesuvia, took charge of the city for a good year and a half directly after Lucio's "murder". Someone who also just happens to look down on commoners, is obsessed with keeping order, and even had some undefined "help" from The Devil...
