So I found a youtube video that used this technique and it works pretty well. Basically I put a long piece of duct tape on the head of his penis then wrap a piece of narrower tape around the circumference of his shaft behind the head to secure the end of the longer piece to the penis. Then he squats a little and runs his shaft between his testicles running the tape up his ass crack sticking it there. Then he pushes his tiny testicles up behind his taped down shaft and I pull the now empty scrotal skin down and pinch it together over his shaft. I use tape to secure the scrotal skin together.
