Can You Help Overcome Cowser's Fears? - Baltimore, MD
Cowser: unaltered male, 1y3d, 44.8lbs
Cowser came to BARCS on 6/13 after an owner attempted to surrender him outside of intake hours and stated they would “maybe abandon” him if they could not leave him. BARCS staff and security intervened when the dog was being pulled away and Cowser was safely brought into care.
Since arrival, Cowser has shown himself to be a fearful and overwhelmed dog who is struggling significantly with the shelter environment. He was found to have some visible superficial medical concerns, including pink, irritated skin on his belly and paws, minor cuts/wounds on his face, and a small skin lesion near his right eye that will need further monitoring and possible diagnostics.
Cowser is very fearful in the kennel environment. He has been observed cowering, being growly and avoidant during leashing, and at times refusing to walk when pressure is applied. He appears nervous with handling and may tuck or shrink away when approached for pets.
Around other dogs, Cowser appears conflicted and unsure how to appropriately engage. He may initiate interaction through fast movement, chasing, or bouncing, but does not maintain appropriate social play and often disengages to move independently. His interactions suggest a lack of confidence and social skills rather than stable, reciprocal play.
In kennel, Cowser has also shown barrier reactivity toward people, including barking, growling, and “boofing,” which appears fear-based and rooted in a need for space rather than true aggression.
Cowser is a young dog who is clearly overwhelmed and struggling to process his environment. He will need a rescue partner experienced with fearful, under-socialized dogs who can provide decompression time, structure, and patient behavior support to help him begin to feel safe.

Wispy: 5yo, unaltered female, 59lbs
Wispy is a sweetheart who is looking for a rescue organization to help her leave the shelter behind. She came to BARCS on 6/6 after being found by the police and unfortunately, is already showing significant stress in the shelter environment. This friendly, happy girl loves getting outside to explore and is happiest when she can put her nose to work. A true super sniffer, Wispy enjoys walking the trails, taking in all the sights and smells, and making the most of her time outdoors. While she can be strong on leash and may pull at times, her enthusiasm and pep for adventure is part of her charm.
In a calmer setting, we know she would be able to relax, decompress, and let her fun loving personality shine. Wispy is ready for a fresh start and is hoping someone can give her the opportunity she deserves. Wispy has met other dog pals at BARCS, and she is social and playful with her friends!
Upon intake, Wispy presented as overall healthy, however she does need to shed a few pounds. Due to her stress levels, she has also been started on stress management medications.

Banzai Banana: unaltered male, 3yo, 62.8lbs
Banzai Banana came to the shelter through Animal Control on 6/9. He appears to be deaf.
Banzai Banana is an active, high-arousal dog who is struggling with leash skills and social confidence in the shelter environment. He shows significant leash and barrier reactivity toward other dogs, with pulling, vocalizing, digging in, and general frustration-based responses when seeing or passing dogs on walks. He is undersocialized and often uncomfortable in close proximity to other dogs, particularly males, where he can become tense and will offer stiff or cut-off behavior during interactions. With pushy greetings or overly forward dogs, he tends to shut down and disengage, and he does best when given space and structure.
In playgroup evaluation, Banzai Banana initially presented with high arousal and some difficulty settling, with heavy panting over time. He showed mixed communication with other dogs, including brief forward or fixated moments toward smaller male dogs, but was able to be redirected and move away when guided. He demonstrated some tolerance for controlled interactions but became flinchy and retreated when approached too sharply or pressured during closer greetings, suggesting sensitivity to intensity and a need for careful, low-pressure introductions.
Overall, he is a dog who is likely responding to stress and limited social history, with behavior that is consistent with frustration, lack of exposure, and difficulty regulating arousal in stimulating environments. He benefits from calm handling, structured decompression, and continued assessment in lower-pressure settings where he can build confidence and clearer communication skills.

Give Picasso the Love He Deserves!! He will require a rescue partner/foster willing to provide medical management, orthopedic awareness, structured care, and the patience to help him thrive.
Picasso: unaltered male, 10m4d, 76lbs
Picasso came to BARCS on 6/6 through Animal Control after being found wandering on his own. From intake, it was clear he has significant medical and orthopedic challenges that will require ongoing support and careful management.
Picasso has a severe overbite that makes it difficult for him to eat normally from a bowl. He requires feeding adaptations such as a flat pan or hand-feeding to ensure he can properly access food. His caloric intake will need to be closely monitored to maintain a healthy body condition and prevent further decline.
In addition to his dental condition, Picasso has notable limb and skeletal deformities affecting all four legs. He presents with abnormal angulation of his front limbs, including carpal valgus (outward turning of the wrists), with the left front being more severely affected. Both front feet are very flat, and his body structure shows significant imbalance, with his hips sitting higher than his shoulders. He also subtly shifts weight off his right hind leg when standing, suggesting discomfort and likely underlying orthopedic disease, including suspected arthritis in multiple joints.
Despite these physical challenges, Picasso has shown himself to be a social and expressive dog. During his dog evaluation, he displayed a mix of timidness and playful interest. He showed loose, bouncy, and playful behavior at times, including play bows, chasing, and engagement with other dogs, though he could also become conflicted and unsure in certain moments, he became more relaxed and engaged in romping, play, and social interaction.
Picasso is currently also being treated for an upper respiratory infection, which adds to his need for a quieter environment where he can rest and recover without the stress of the shelter setting.
Despite everything he is facing medically and physically, Picasso remains a sweet, interactive, and deserving dog. He will require a rescue partner willing to provide medical management, orthopedic awareness, structured care, and the patience to help him thrive.

Recon: unaltered male, 2y6m, 69.8lbs
Recon came to BARCS on 6/2 as part of an animal control violation alongside another dog. He arrived underweight, overwhelmed, and faced with the challenge of adjusting to a busy shelter environment after experiencing significant changes in his life.
Since arriving, Recon has shown signs of fear, stress, and uncertainty. He has displayed defensive barking toward people and dogs through kennel barriers and can become overwhelmed when faced with unfamiliar situations.
During dog interactions, Recon has shown social interest but lacks appropriate social skills. He can become overaroused and persistent, particularly with mounting behavior, and has difficulty responding to redirection when excited. While he does not currently appear comfortable navigating dog-to-dog interactions, his behavior suggests a dog who may benefit from time to decompress, build confidence, and learn appropriate social skills outside of the shelter environment.
Despite these challenges, volunteers have seen a different side of Recon outside of his kennel. He is eager to head out for walks, enjoys exploring the world through his nose, and likes to take his time investigating new scents. Volunteers report that he has walked past other dogs without reacting and appears much more relaxed when away from the kennel setting. These observations suggest that much of what we are seeing may be driven by the stress and overstimulation of shelter life.
Recon is currently being treated for an upper respiratory infection, making it even more important for him to find placement as soon as possible. The shelter environment can make recovery difficult, and a quieter setting would allow him the opportunity to rest, heal, and begin decompressing.
Recon is looking for a rescue partner that can provide patience, structure, behavioral support, and a predictable environment where he can feel safe. He may not be showing his best self in the shelter, but we believe there is much more to learn about him once he has the chance to settle into a calmer setting.

Give Riva the Chance She Deserves
Meet Riva, a 5-year-old, 59-pound Labrador Retriever mix who is looking for a rescue partner or adopter willing to give her the fresh start she deserves.
Riva came to our shelter through Animal Control after being removed from a less-than-ideal living situation. Despite her past, she remains a sweet girl with so much potential. She already knows the "sit" command and is eager to learn, especially when treats are involved. Riva loves snacks, enjoys playing with toys, and absolutely melts for a good butt scratch. She would benefit from continued training and guidance, especially with leash manners, as she can be strong and pull during walks.
Riva has now spent 76 days in the shelter waiting for her chance at a better life. While our staff cares deeply for her, the shelter environment cannot provide the stability and one-on-one attention she needs to truly thrive.
While Riva previously lived in a home with other dogs, it is unclear how she interacted with them, as she appears to have spent much of her time kenneled. Any introductions to other animals should be done slowly and thoughtfully to help ensure a successful transition.
Riva is looking for a patient and understanding home that will give her the time, consistency, and support she needs to adjust to a new routine. With the right person by her side, Riva has all the makings of a loving, loyal companion who will thrive in a home of her own.

Mercury: 3yo, unaltered male, 74lbs
Mercury arrived at BARCS on 6/3 when his owners were no longer able to care for him. Despite the challenges of the shelter environment, Mercury remains a kind and affectionate dog who is ready for a fresh start.
According to his previous family, Mercury is a friendly, playful, affectionate dog who loves snuggling, going for walks, and spending time with people. They described him as a big puppy who sometimes forgets how large he is! He has especially enjoyed playing with children and being part of family life.
At the beginning of his shelter stay, Mercury could be sensitive to heavy handling and may be nervous with sudden or prolonged touch, so he will do best with patient friends who allow him to build trust at his own pace.
With the help of our wonderful volunteers, Mercury has started to show that goofy side again! He generally walks nicely on leash, and is very food motivated, especially if cheese is involved! In the yard, he loves to zoom around, play bow to invite interaction, and soak up affection from his human friends. Volunteers have found him to be a fun and engaging companion who enjoys both playtime and cuddles.
Unfortunately, the shelter environment has been extremely difficult for Mercury. He has shown significant signs of confinement-related stress, including pacing, panting, spinning, barking, digging, and difficulty settling. The longer he remains in a kennel, the more overwhelmed he becomes. A home environment would provide the stability and comfort he desperately needs.
Mercury is also looking for a home where he can be the only dog. While he previously lived with dogs, he has been very uncomfortable around other dogs in the shelter environment and has shown escalating stress during dog interactions. For his comfort and success, we are seeking a dog free placement where he won't have to navigate the added pressure of sharing space with other animals.

Dempsey's Story
Dempsey is a 9-year-old Boxer named after the legendary boxer Jack Dempsey. He's been patiently waiting at the senior dog sanctuary for a year, dreaming of the day his forever family finds him. While he may not be the first dog to run up and demand attention, if you give him a chance, hell show you just how much love he has have to give.
Dempsey is a little shy and cautious when faced with new people, places, or situations. The world can feel overwhelming sometimes, and he likes to take things at his own pace. But with patience, understanding, and a little time, he begins to relax and lets his true personality shine. Once he trusts you, he's a loyal, affectionate companion who loves deeply and isn't shy about sharing slobbery Boxer kisses.
Like most Boxers, he still has plenty of enthusiasm for life. He loves going for walks, exploring the outdoors, and hopping in the car for an adventure. Few things make him happier than feeling the wind on his face with his head hanging out the window.
Dempsey loves spending time with people. He gets so excited when he sees someone, he loves that he sometimes forgets his manners and jumps up to say hello. He's looking for a family that can help him continue working on that and provide the guidance he needs to be the best boy he can be.
Dempsey can be selective with other dogs and prefers a calmer environment. He would do best as the only pet in the home. He's looking for a household that isn't constantly busy with lots of visitors coming and going. A quieter home where he can feel secure and build strong bonds with his family would help him thrive.
After waiting a year for someone to choose him, Dempsey is more than ready to leave sanctuary life behind and become someone's beloved companion. Norris aka Nori's Story
Seven-year-old Norris, affectionately known as Nori, is searching for a new forever home after his family welcomed a new baby and could no longer provide him with the time and attention he deserves. While this transition has been difficult, Nori is ready to start a new chapter with a family that will appreciate everything that makes him so special.
At 43 pounds, Nori firmly believes he is a lap dog and loves nothing more than being close to his people. He has previously lived successfully with both dogs and cats and does best in calm, relaxed environments where he feels safe and secure.
If there's one thing Nori loves most its fetch. Bright yellow squeaky tennis balls are his absolute favorite, and he could happily spend hours chasing, retrieving, and showing off his impressive fetch skills. His previous family shared that while he would thrive in an active household that enjoys playing with him regularly, he's also surprisingly laid-back and adaptable. After all, Nori is just as talented at relaxing as he is at playing.
His foster family has quickly fallen in love with him and describes him as smart, sensitive, lively, and incredibly loving. Nori has an endless supply of enthusiasm when it comes to fetch, but once playtime is over, he's perfectly content to curl up beside you under a blanket for a cozy nap. The moment he trusts you, he becomes a devoted companion who greets you with joyful excitement, often carrying a ball or tug toy to share.
Because of his sensitive nature, Nori can be nervous in new situations, especially when there is a lot of noise, activity, or unfamiliar surroundings. When he feels overwhelmed, he prefers to retreat to a safe space and take things at his own pace. His foster family is helping him build confidence on leash walks, and he's making steady progress with routine and positive experiences.
Nori is highly motivated by treats, praise, and spending time with his people. He already knows several commands, including sit, shake, leave it, wait, touch, and down, and he enjoys learning new things. He is also wonderfully cooperative with grooming and handles teeth brushing, baths, paw wiping, and nail trims with ease.
