The DWMA isn’t just a worldwide organization, it’s the worldwide organization - the mangas establish that it’s funded by taxes taken from the entire world and it appoints world leaders (not just Death Scythes - to be a President or Prime Minister etc, you’re required to be a DWMA graduate.) It is a military organization that exists to uphold order. While I love the main kids, let’s face it - our protagonists work for a dictatorship. This is the political structure of the world.

Death, who is the Great Old One of Order and contains order’s madness, has a specific problem with the witches, who are the manifestation of chaos. Due to their opposition, Death hunts witches, and while many have crimes to answer for (Gorgon family,) there are far more examples of witches who don’t seem all that bad (Angela, Eruka, Marisa/Erisa, Mizunes, Kim, etc.) The leading line, however, is that because witches are dangerous to humanity, they need to be culled - which forces them into hiding.

Witches aren’t the only ones forced into hiding by Death’s judgement, mind - magical beings (such as werewolves, like Free, who have their population tightly controlled,) and low-magic users are kept under a close eye. While golem enchanting is not “dangerous” magic (golems are specifically only able to perform protective/defensive measures,) the town of Loew still reacts to DWMA involvement with extreme suspicion. The use of golems, as well as naming the town after a legendary Czech Rabbi, is what takes this situation from “cool worldbuilding” to “oh NO” territory.
