We recently visited the Chapora Fort. Near the entrance settled paid parking, but if you stay a little earlier, park wherever you want for free. Road to the Top actively building with bulldozers and women with basins full of heavy stones on her head. Climbing upstairs, we opened a wonderful view of the Vagator and Morjim beaches, all like in your hand. The walls of the fort is almost completely destroyed, no ruins of buildings at all. Tourists (97% of Indians) wild litter everywhere, the question of why so much garbage, saying "it's not me, it is the government does not take away." And so on all over the country. No one cares as they live and what they leave behind. "Ruin is not in the closets, its in their heads," as was said in the one Russian movie Heart of a Dog. So if you are in North Goa, and want to visit the Chapora Fort, do it just for the beautiful views and wonderful sunset, although if you bother the abundance of tourists, I recommend just to get on any mountain on the coast.
