In the end, I decided to go with design 4 as it not only has better color blocking, but has a sense of uniformity with the final Rose Queen design w/out the use of black. Aside from adding the stripes, the skirt became bell-shaped.

The title character of the project! When I first created her, I wanted her to emulate the past MC from the 80s girl cartoon. I just find her so endearing and fun whenever I draw her and I hope that she would some whimsy back to whoever sees her
