Let's start with something basic, something we already know about them:

The Ghettobots are the major antagonists of the pico's school series, consisting of roc, josé and their leader, leroy.

They're very first introduced in the end of Pico's School, then pico's school 2 as the "students from the ghetto" who were apparently brought in as courtesy of the McGibbles' Kids Program, also to replace the dead students. In reality, they are cyborgs created by the Penilians, to eliminate Pico as revenge for thwarting their plans.

Their significance to the story:

We already know that the ghettobots are the only major antagonists in the pico's school franchize, not "One of the major antagonists" THE major antagonists of the series, and I have a feeling that it had something to do with one of the other Penilians saying

“The humans will soon fear their own kind like never before, and earth will be primed for our rule!”

Wonder why? It's beacuse the ghettobots are planned and made by the penilians for the purpose of reinforcing negative black and latino stereotypes just to further split the human race.

Looking at the Ghettobots and how they behave, it all starts to make sense because there are some notable stereotypes in their character

Their personalities and Characteristics:

Leroy - de facto leader of the Ghettobots

- The rude and arrogant leader stereotype

- The black pimp trope

- Leroy's personality reflects that of '70s blaxploitation characters—speaking in a stereotypical "jive turkey" dialect

- He speaks in a stereotypical hood accent

- Obvious gangster stereotype

Leroy is potentially the strongest of the group, with his stats in strength, endurance, agility and intelligence being all maxed out. Despite this revelation, he has yet to display his true powerset

- Wise-cracking, arrogant and rude, but he is also rather sadistic, judging by the way he treats others who slightly show him the slightest bit of disrespect

- Despite being the "jack of all trades" in the group, he lets his colleagues José and Roc do all the dirty work.

José - Brains of the Ghettobots

- Latino criminal stereotype

- Hispanic auto mechanic trope

- Violent immigrant stereotype

- He is possibly the most expressive of the Ghettobots when it comes to intimidation

- José is often seen utilizing gang signs and acting menacing to display his dominance toward others, as seen After he survivies a round in Pico Roulette, he does a gang sign, and in the playground scene in the cancelled sequal, he is seen grabbing his crotch to taunt pico and timmy

- In his planned boss fight, he is also shown operating advanced machinery (despite him having a lower level in his intelligence then leroy), this is likely based around the stereotype of Latino/Hispanic people being auto mechanics

Roc - Muscle of the Ghettobots

- Aggressive/violent stereotype (black brute)

- Low intelligence/Idiot stereotype

- Exaggerated hypermasculinity of men of color

- Throughout all of his appearances in pico games, he continues to maintain a stone-faced expression, being completely stoic and serious. So much so, that if he ever smiles, it's a barely noticeable smirk

- When ordered by Leroy, he doesn't hesitate to act with aggression, again this is likely from his black brute stereotype

- During pico's school 2, we can see him punching darnell off screen twice, after the ghettobots' arrival, and in the playground cutscene, he pretends to hesitate in hitting darnell, only to catch him off-guard and punch him again, launching darnell (again) to a far distance and off the screen, this shows a sadistic side of him that is barely awknoledged

All these stereotypes are harmful and have a massive impact in the society, even in the society we now live in, and seeing these, other races will begin to split. Planned and as said by the Penilians

"The humans will soon fear their own kind like never before"

I also would like to mention the foreshadowing (theory):

When you finish the playground cutscene and roam around town, we can see a character named DJ and his crew near the entrance of westbound subway train, but here's the catch, he acts as self righteous by not letting "White folk" in and near westbound subway train. This can possibly be a foreshadowing and the result if the ghettobots remain alive and continue to show these stereotypes to the people around them, making massive barriers, and creating disharmony in the society

But all of these also raise other questions, like:

What would happen if darnell never told pico about the ghettobots?

What is leroy's actual powerset? This is already hinted in the cancelled sequal, but idk I'm js curious.

What actually happened to all the kids who are meant to replace the dead students?

Actually, don't answer that.
