I think this scene was very purposeful and really sums up neal and kate's relationship. They did love each other, but the more you actually see their story, a lot of their relationship was based on idealization - of who they are, and who they could be together, even when they knew they couldn’t be. That doesn’t mean they didn’t love each other, and that's the tragedy.

The flashback episode showed that they had actually been together for a very short time. It started off with lies. They only lived their truth for a little while until he tried to con her. She left, he chased her around the world until he found her and immediately got taken away. She visited him every week in prison for YEARS. It's the promise of a better life together that kept them going, even in the end when she wanted to fake their deaths and fly off into the sunset together... but by then neal had a semblance of real life, what it really could be, with peter. and he didn’t want to run anymore.

I also appreciate that they consistently paralleled and contrasted neal and kate's relationship with peter and elizabeth's from the beginning... i mean peter takes neal's deal in the first place because elizabeth asks him if he'd have run for her like neal did for kate. Neal and peter have a big argument about the two relationships in the pilot. Then in the finale there's this dialogue:

Neal: You would've done the same thing.

Peter (looking at elizabeth): After today, I am not gonna argue with that.

(Kate and Elizabeth also look distractingly similar but i am going off topicdkdjdk)
