There are instances of Killer seeking Dream for a reason to negotiate between the BFC and Nightmare's activities. Killer has hidden agendas that he hides from Nightmare. As to why they both meet more than not throwing occasional banters eventually becoming friends(?). But they're still at each other's throats of course! Dream is not in friendly terms with Killer because he's skeptical. Appearing in public is not good for Dream he can be hunted down anytime. Nightmare put a bounty on his head. Still not everyone has the balls to assassinate a political figure.
