Undertale is much more focused on the relationships the player may make with the characters and how their actions change the story than Deltarune is. There is no gameplay incentive to ACT and to spare each monster you encounter, most of the time it doesn't change the gameplay very much, if at all. You don't ACT because it provides new gameplay elements and challenges, you ACT because you don't want to fight, or because you want a better ending than fighting and killing provides. ACTing allows you to change the story to a more positive journey and outcome.

Deltarune is the other side of the coin. While Undertale lets you defeat enemies through ACTs of kindness to change the world of the game for the better and get a positive ending, Deltarune strips that away from you and tells a pre-determined narrative. While ACTing instead of fighting does make positive changes and give benefits, none of these affect the story at all. Rather, since Deltarune's ACTs don't affect the story, there has to be another reason to allow them. The solution here is to add mini-games to each ACT. While Undertale lets you ACT to change a malleable story for the better, Deltarune lets you ACT not only to affect the lives of the Darkners in a more positive manner, but allows you to play the game in more intriguing and engaging ways.
