It depends. I assume you mean just how the ghosts work in general with remnant/agony, which I previously explained in this post.
Overall, there aren’t really “set rules” for how ghosts operate in this AU, and that is due to the fact that death, eternity, and the paranormal aren’t things we can entirely comprehend. We aren’t entirely meant to either. I think that’s what makes it scary, so I leave a lot of information to be considered “unknown” in order to emphasize the horror. It’s SCARY when you realize these things can break the “rules” we as living people put on them.
In this universe, there are definitely paranormal “hotspots” for one reason or another—I mean, Hurricane and Las Vegas are SHOWN to be hotspots in this au. Whether that’s due to high concentrations of agony, a lot of passings in the area, or if the “veil” between the living and the dead is just thin there is unclear. It might even be all three. I like for the audience to sort of decide and interpret how things work in this AU.
Something interesting about the MCI and SL spirits is the reason for WHY they often mistake Michael for William. It isn’t just a matter of them looking similar—in fact spirits actually have a lot of trouble SEEING people clearly. I guess this is where the term “the eyes are the windows to the soul” comes into play (cliche, I know). The only parts of a living body a spirit CAN see clearly 100% of the time are the eyes. The MCI victims remember William’s eyes VERY clearly before they died. They were filled with nothing but loathing, though of what in particular was unclear to them. It could’ve been for them, or for the world, or something entirely unrelated in his twisted mind, but what they DO know is that the stranger’s eyes which sits in the security office are filled with a hatred just as potent and volatile as his. They just don’t understand that what they’re seeing in Michael is self-loathing, and not whatever was going on with William. Thus, they mix up the two.

Today at work I had a meeting. We were talking about someone and instead of using the persons name I was like "Ah yes Maxwell..." Then I corrected myself and used the real name. The silence after that....
