spring! bringing in crosswinds of change after winter’s frigid hardships, spring represents chuck’s ability to take leaps of faith, to get back up after every fall, and to keep looking for the good in a situation no matter how bad things may seem — to the point of even becoming a source of good himself when one might otherwise not be found.
his emotions can shift with the suddenness and intensity of spring’s rather temperamental weather patterns; his ire rolling in like a raging thunderstorm you thought would be nothing more than simple showers, unassuming - looking clouds that darken before you can think to take action, with high winds and torrential rains that threaten to destroy anything in their paths — only to disperse almost as quickly as it’d formed, golden rays poking through with infallible hopefulness that things will get better. he is as warm and inviting as the sun, able to thaw out even the coldest of hearts and befriend some of the most unlikely people.

anyway! yes, chuck is seen as a joke by most everyone with few exceptions. he is seen as pathetic, he is seen as weak, he is seen as gullible and too trusting of others and people think he’s kinda dumb! and guess what? he knows this. he is incredibly aware of the fact that very few people take him seriously, and even then only for a short amount of time. he’s one of those individuals that’s useless until he’s useful before once again being seen as useless after his use has run out! he knows kites are a weird fucking motif but guess what? he doesn’t care!
it can be argued whether or not these assumptions about chuck are accurate, but given how aware of them he is he tends to ham it up depending on who’s watching, because it’s easier to live up to a set of expectations when you start to lean into them yourself. is chuck pathetic? is he weak? is he gullible and too trusting? is he kinda dumb? yes, he is all of the above mentioned — just not to the degree others assume him to be. chuck is a very, very smart man who understands his place in the ecosystem of gotham’s underground.
but back to chuck not caring — he just doesn’t! he’s got a reputation for being a joke and for being gullible and all that fun stuff, but in the end he just doesn’t care about how people see him. the only person who’s opinion he cared about is gone now, so why does it matter? why does anyone’s opinion of anyone matter? we’re all jokes, so we might as well be funny ones.
