how does the treatment of fan content (fanarts, animations and even edits ig) gets from the CCs and the servers itselves compare?

thinking about how two of ntwewy's major themes are relationships and teamwork and how Shiba was such a powerful reaper due to his charismatic personality and thanks to his connections with the other reapers he was able to overthrow Shinjuku's Conductor.
