It's because a lot of 30 year olds want to be perceived as 30 year olds.

It's also often about feel, comfort, and personal preference. And that the jeans in my closet are still in good condition so why replace them. But also.

Humans pick their plumage. We dress it to signal our subculture, our culture, our heritage, our gender, our sexuality, our interests, and yes, sometimes even our age.

This isn't to say that a millennial wearing baggy jeans is trying to look like a teenager. Likely they just said "hell yes wide legged jeans are coming back in style I love these and I feel great in them fuck yeah"
