I think Steve, at some kind of colonial party or I don't know what kind of activities the people of USA have to wear traditional costumes, but Jim would arrive in men's clothing, which would disconcert Steve, since he expected him to arrive in women's clothing, and Jim gets annoyed because he is a man, and Steve says something like "I already know you're a boy, but not a real one and well, since you don't have that, you know, I thought they'd make you wear the dress, so we could act like a married couple!" that would make Jim feel really bad.
