I don't know if that's really the case, but, because of that scene where Carrie hears, "Laura..." in Sarah Palmer's voice and screams (in addition to that scene where Dale/Richard refers to Leland in past tense and Sarah in present tense), I'm choosing to believe that Cooper succeeded in saving Laura's life but failed to make it less of a living hell.
